What to Ask a Steel Pipe Manufacturer Before You Sign a Purchase Order

Most procurement problems with steel pipe aren’t caused by bad material. They’re caused by a purchase order that didn’t ask the right questions and a supplier who answered exactly what was asked — nothing more. By the time the pipe arrives, it’s too late to negotiate the details that should have been clarified before the order was placed.

Here’s what to establish with a steel pipe manufacturer before committing to an order.

What Products They Actually Make vs What They Sell

Not every company that sells steel pipe manufactures it. Distributors, trading companies, and agents all operate in the steel pipe supply chain, and there’s nothing wrong with buying from them — but you should know which you’re dealing with. A manufacturer can provide mill test reports from their own production, control the specification at the source, and quote lead times based on their actual production capacity. A distributor can provide MTRs from the original mill but can’t change what’s on them, and their lead time depends on stock availability or a mill order placed with someone else.

Ask directly: “Is this pipe manufactured at your facility, or are you sourcing it from a third-party mill?” The answer changes how you evaluate the price, the MTR, and the lead time commitment.

For manufacturers, follow up with: which production processes do they operate? ERW (electric resistance welded), DSAW (double submerged arc welded), seamless? Each process has different size and wall thickness ranges, different quality characteristics, and different typical applications. A manufacturer that only produces ERW pipe can’t supply a project that requires seamless, regardless of what they quote.

What Their Quality System Covers

ISO 9001 certification tells you the manufacturer has a documented quality management system and submits to periodic third-party audits. It doesn’t tell you whether the system produces pipe that meets your specification. Ask for a copy of their quality manual or quality plan for the product type you’re buying — specifically, what incoming inspection they perform on raw material, what in-process testing they conduct, and what final inspection and testing is done before shipment.

For pipe that will carry pressure or serve as a structural member, ask specifically about hydrostatic testing, dimensional inspection, and how they ensure traceability between the finished pipe and the specific heat of steel it came from. If a pipe in your shipment fails an in-service inspection three years from now, you need to be able to pull the MTR for that specific joint. A manufacturer that can’t provide heat-traceable certification can’t support that investigation.

How the MTR Is Generated

Mill test reports vary in quality and authenticity more than most buyers realize. A proper MTR for structural or pressure pipe should be generated from test specimens taken from the same heat — ideally the same pipe — that’s being shipped. It should be certified to the specific standard you specified (ASTM A53, A500, API 5L, etc.), and it should be signed or stamped by a qualified inspector.

Ask whether the MTR will be a 3.1 certificate (certified by an inspection representative independent of the manufacturer) or a 2.2 certificate (manufacturer’s own test data, certified by the manufacturer). For most structural and pressure applications, 3.1 is the appropriate minimum. Some projects — particularly those with owner or regulatory oversight — require 3.2 (witnessed by the purchaser’s representative) or third-party inspection by an independent body.

Also ask: will the MTR cover this specific shipment, or is it a generic certificate for a product batch? Generic batch certificates are not the same as shipment-specific certificates, and the distinction matters for traceability.

Lead Time — and What That Lead Time Assumes

Lead time is one of the most misunderstood numbers in a supplier quotation. Ask the supplier to distinguish between these scenarios: how long to ship from current stock, how long if they need to order from their steel mill, and how long if the size or grade you need requires a special production run.

For standard sizes in common grades — 6-inch through 12-inch ERW in A53 Grade B or A500 Grade B — most manufacturers and distributors can ship from stock within a few days to a couple of weeks. For larger diameters, heavier wall thicknesses, or grades like A106 Grade C or API 5L X65, the pipe may require a mill order with 8 to 14 weeks lead time.

A supplier who quotes four weeks for a size they don’t stock is quoting optimistically. Confirming whether quoted pipe is in stock — by asking for a specific lot number or warehouse location — distinguishes a real stock position from an assumed one.

What Happens If the Pipe Doesn’t Meet Spec

Ask this question before the order, not after the pipe arrives. What is the supplier’s process for handling nonconforming material? Do they have an internal nonconforming product procedure? Who do you contact? What’s the process for rejecting a shipment and getting replacement material, and who bears the freight cost for returns?

A manufacturer with a mature quality system will have a documented nonconformance procedure and will answer this question without hesitation. A supplier who is vague or dismissive about the nonconformance process is telling you something useful about how they’ll respond when there’s a problem on your job site.
